  Side Characters cannot have advance abilities, other than their clan's bloodline, if applicable. Part of the reason these characters are not the main characters of the story is because they are in no way extraordinary. In the case of bloodlines, they may have 2 Advanced Ability Points per rank. They DO, however, retain access to a Clan's Special Ability, if a Minor Ninja.

Issue: This seems like an old system issue, where there as a set amount of AA points. Or is this a cap on how many AA side characters are allowed.

Resolution: Was indeed a leftover from the old system. Offending line has been removed.

  A puppet is defined in ability by the puppeteer’s abilities and the composition of the puppet itself. The puppet itself does not have Endurance, Perception, Spirituality, Willpower, or Stamina. It does have Strength, Speed, and Agility, but these are defined by the abilities of the puppeteer. The puppeteer’s Spirituality attribute is equal to the speed of the puppet, the user’s Willpower Attribute is equal to the strength of the puppet, and the puppeteer’s Perception Attribute is equal to the agility of the puppet. Even taking this into account, a puppet’s abilities are somewhat determined by its rank. A puppet’s attributes are capped at the threshold at which an attribute increases its price at each respective rank (ie, a C-ranked puppet can not have a stat above 25).

Issue: This is an issue that is based on one says one but the other doesn't allow a spot for it. The puppetry guide references the fact that puppets are allowed stats, but the actual template for it doesn't allow for spots. And while this specifically states that its based on the user's stats, I still feel that it should be included in the puppet thread to allow for less bouncing. But that is my 2 cents there, considering that it also means that puppet apps would need to be updated every time the user changes those stats.

Resolution: Like you said, it would require updating all of one's puppets whenever someone increased their stats, which would be a huge pain...but, also, like you said, not including it causes lots of back and forth. Added the relevant stats to puppet template.

  ~A puppet's rank determines how difficult it is to control, and works in accordance with concentration rules. Some advanced forms of the jutsu may work around this restriction. A puppet will also require Ninja Points equal to its rank, using the jutsu scale.

Issue: This is definitely a clarification issue, especially since Kugutsu doesn't mention it. Does the puppet and the jutsu eat at one's concentration or the puppet itself?

Resolution: Clarified. The puppet eats the concentration based on the puppet's rank, regardless of jutsu used, unless the jutsu itself specifically says otherwise. (I believe this would apply to Red Performance and White Performance, respectively)
